Is there a way to have the telephone number that is input for the "family" to automatically populate the telephone number fields in "Personal Profiles?"

I don't believe so.

The design philosophy for this is pretty simple. The Family Mailing List information is common to everyone in the family. The Home Phone is usually applicable to every member of the family, and is available in reports as such. There's no need to auto-fill that number anywhere else. The Personal Profile phones are for individual phone numbers like Work Phone and Cell Phone. There should not be duplication of the info in Family Mailing List and Personal Profiles. That's the whole point.
