Payroll Tax Table Problem

Hello! I have two payroll questions, please.

We realized when doing our quarterly taxes that the 4.2% employee portion of social security was only coming out of one employee correctly, and the other was only taking out a set amount. We could not determine where the set amount was being generated from. The tax table was set up correctly, with a 4.2% deduction, but it seems to only be "linked" to one employee. Both employees are definitely set up the same way. Any changes that we make only seem to be applied to one employee and not the other. Is this a glitch in the system?

Because of the above problem, this employee had too much social security tax taken out for 4 paychecks. So now we have too much money setting in our 2110 (s.s. account).
Can we do a general ledger entry to take that money back out of 2110 and put back into the employee's salary account...and then issue her a payroll check for the amount of $6.25 with no tax deductions and just mark that check as "payroll check to correct overage of social security deduction."
