Our church has recently hired an Assistant Pastor who is claiming '22' allowances on his W-4. He is married with 7 children. According to my accountant in Iowa the maximum allowable deductions are '10' and that by claiming '10', there should be no (zero) withholding. However for his weekly (salaried) wage there is still $73.00 in withholding. I have the tax table set up correctly as near as I can tell for the Annual Rate Table, the Deduction and Exemption Information tab is causing me to question whether it is set up correctly. Can someone offer up some advice with this?

Your problem is in the Deduction and Exemption information. I do not have the IRS info in front of me, but I have $3700 for my withholding allowance where you only have $2. This should be the deduction for each exemption for the year.
