Here's the situation:
Pastor is allowed X amount a year for Study Leave costs. If the full amount of X is not used, the remaining amount is allowed to rollover into the next year. How do you setup so that this occurs automatically, if it can be done?

Automatically? I don't know of anything that would do the math and make an entry.

I would only do it if there was legitimately enough income/expenses overall to justify carrying over money just in one category.
I would set up a sub-category in checking for the amount, and then add it to the new year expense budget as well. When it came time to use the "extra" money, I would transfer from the sub-category back into the main checking account.
