using restricted funds in payroll

We have restricted funds that are to be used to improve the building. We want to pay employees from this fund for the work they have done on the building. There isn't a "release restricted funds" option in payroll. How do we make this work?

You will have to do the release transaction in Fund Accounting as a separate transaction. The release transaction is a balanced transaction and can be posted by itself. You will probably want to put a note on the transaction as to why funds are being released.
