I have never used the accounting...can we enter each ministry's budget category? If so where?

Well .. you have to setup Accounting first, and that includes setting up the Chart of Accounts where you would setup each ministry's accounts. Once you have that setup, you would then add their budgets.

Without more information there's not much more we can recommend. If you've not setup accounting, I really recommends that you consider purchasing the video training series on Accounting. The good news is that you only have to buy them once, but you'll have access from then on with no expiration date.
