It is better (and easier) to have the people use their own money and get reimbursed and have you record the expense at the time of reimbursements.

You can use the accounting independent of the membership module.
There have been some discussions on "petty cash". You may want to search for that term on this forum to get some ideas on how to do the cash advance thing. We haven't done that, so I can't say what is the best way to go about doing that.
PowerChurch should serve you much better than Excel for this application.
