Currently it is not being recorded but when an item is purchased, it is debited against the restricted funds. Is this correct? What is the proper accounting for items purchased with restricted funds?

At the risk of sounding like a broken record, the ability to effectively handle donor-restricted contributions is a major focus of version 9.
Currently, many churches use subaccounts or completely separate funds to handle donor-restricted giving. See this article for more information:
