Balance Sheet by Fund report question

If there is a zero balance would the temporary restricted account be left off the report? I added a new account 3268-118 and it was on the report but then I reversed a transaction amount that put it at zero and now it is not on the report.

Zero balance accounts don't show on the Balance Sheet or Balance Sheet By Fund.
