Is there a way to run a report of the list of Donor Restriction Accounts I have set up?

Not directly, you could just go into Fund Accounting -> Setup -> Maintain List of Donor Restrictions and copy that list by hand. Or you can run a Selected Transactions report using the account numbers from the start of the donor restricted accounts to the end. Save it to a MS Word file, then edit out everything but the account numbers and names of the accounts.
