How can I force a sub-total of all expenses higher up in the report at a particular spot of my choosing in the income and expense report?

Are you saying you want the total expenses line to appear somewhere other than the bottom line of the Income and Expense statement? If so, this is not possible in PC+ to my knowledge, because the reports roll totals by ascending account number sequence and how you have your detail and group levels set for each account.
