When setting up payroll tax information, do you debit or credit the bank?

Ex: Do I
DB: 01-1110-000 Bank
CR: 01-2215-000 Federal Witholding

OR, DO I
DB: 01-2215-000 Federal Witholding
CR: 01-1110-000 Bank

I am a new user to Powerchurch Plus V 10.4. My question is, where do I enter credit memos/ interest payments from the bank? We have a checking account and a money market account. The money market account usually gets interest payments monthly. This month were are showing a credit memo.
