I am using version 9 and hve just upgraded to 10. The same thing happens in 10.

That was my first thoughts also. The only block checked in the W-2 information in the Item Description for the 403(b) is block 12, with an E code.
It really has me puzzled why it is being added to block 1 since that block is not checked.
