Where is Payroll setup module?

I am starting to set up v. 11.5 but where is the payroll module? When I pull down under Accounting it just says, "setup accounting".
Will I get to payroll as I progress thru the setup?

You have to set up your Chart of Accounts, Accounting Funds, etc before you can access Payroll. Payroll has to be able to access accounts to account for salary, tax withholding, etc.

First figure out what you need for accounts, and follow the setup module. It will let you pause, but don't click on Finish until you're sure you're done with your chart of accounts design.
