tried reinstalling and running netsetup on server installation but continue getting message "Cannot locate the Microsoft Visual Foxpro library".

How do you set up Data Sources (ODBC) in 2003 Administrative tools so that PCP can find foxpro?

Just reinstall from the CD. What's missing are a couple of system files. You don't have to set up a DSN for PowerChurch to work.
