I tried changing the working month from January 2008 to February 2008 but February isn't an option in the drop down box in the "Change Working Month" window. I can choose february as the working month in the "Modify Unposted Transactions" window.

How can I get it to give me the option of choosing February?

Check your settings in File -> Preferences -> Accounting Setup -> Fund Accounting. There's an option for "Number of months that can be open at one time." If you increase that number, it will allow you to open more months at once. If you do not want to increase this number (or if you can't - it only goes up to 18 months), you'll need to start closing older months.
