file backup questions in version 9

With version 9, as the system admin I can assign who can do backups, restores, etc. I have assigned the secretary to be able to do backups, but she is not able to do restores. It was my choice to assign in this fashion.

When I go to the utilities tab, and select backup (I am signing in with her user name and passwords), I get a message saying, "You do not have access to this feature...." If I hit escape or OK, I can then get to the backup and restore files function. Is there a way to get around this message?

I have deliberately assigned the backup but no restore because several months ago she did a backup. I think she also did a restore as I lost 3 weeks of giving data that had to be reentered. She has not owned up to doing a restore.

Just looking for some additional information on how this feature works. Any help would be greatly appreciated!!!
