My pastor wants an attendance report that shows people who have attended at least 6 Sundays in the last year. Is there a report to do that? If not, how would I go about creating a custom report that shows that information?

No need to create a custom report. Use the Summary of Personal Attendance report. While it asks for a percentage range, if you use 11 or 12% to 100%, I think you'd get the information you'll need.
