If you don't have a date item setup for that, you've made it harder than it has to be. So consider using one of the user defined date items on the Personal Profile for that, and if you have written records (such as a church registry book), add that date to the Personal Profile.

If you do, then just use the Personal Profiles Selected Profiles report, and select the date range of 01/01/2017 to the current date.

If you don't then you may have a bit more work to do. You can use the Mailing List Profile Selected Records report and select records using the Records Updated date using this year as the date range. Also select the Mailing Category of Member if you use that category or similar. Hopefully that will get you to the Personal Profiles of new members.
