Still having problems with email lists.

Thanks you for all your help in the past.
I have a new problem. I was asked to create three lists.
The Church Directory. Can use the programs Church Directory.
The Church Women's Email List . Can use the Email Directory w Gender = F and Adult = Y.
Then an Email List for the monthly newsletter. Here's the problem.
For all members (Families) who only have one email address.
I have put their email in the "Family Email" field on Integrated Form.
And no emails on the member's personal profile forms.
Problem.
When I run the Email Directory I get duplicate emails for every
"Family" with only one email.
My work around is to export to Excel and make corrections.
I would like for the church secretary to be able to do this task.
However the export to Excel might not work for her at the tech
she's at.
What am I doing wrong?
