Emergency contacts

We want to be able to store emergency contact information at the family level. I wonder if anyone has solved this problem.
We're thinking we need a contact name and number in two situations:
1. a child has an emergency at an event and the parents are not available - who do we call?
2. a single elderly person has an emergency and we need to contact someone.
Really, the two situations are logically equivalent.
I know we could use a note and a phone number at the personal profile level, but we'd prefer to store this information at the family level, so we don't need to put the same information for each child in the family.
Is there a way to do this, or has somone addressed the issue in another way?

You do have note areas on the Family records that you can enter this data in, but there are no specific areas set aside for this.

I see a feature addition for version 10, if the 'good idea cut off date hasn't been reached!'
