I have recently upgraded to V11. I am setting up my State Tax table for Payroll. The calculation based on employee W4 is as follows:
.03*(4561.92-((2000+1000)/24)) = 133.11/yr or $5.55/pay period
Yet, in PC v11 the caculation is state tax deduction is $1.95/pay period based on tax table which has
Tax Type: State Tax
Personal Exemption: 2000
Dependent Exemption:1000
Percentage 3.0000%
Illinois State WH Tax

Ha. This is more because I used to teach high school algebra than my having any knowledge of payroll stuff.
.03*(4561.92-((2000+1000)/24)) you apparently are dividing by 24 in this formula to get to a per-pay-period amount, then you divide again by 24 to get from 133.11 to 5.55. So you divide-by 24, twice.
I took out the first division by 24, like this:
.03*(4561.92-((2000+1000) = 46.86 and divided this by 24 = $1.95.
