Releasing restricted funds for payroll

We have a minister who raises his own support for his salary. I have it in a temporarily restricted fund. When I process his payroll, it does not give me an option to release the payroll from restricted funds. However, in the past, it did give that option when I went in to modify it before it was posted. Any suggestions?

You may want to look at the charitable contributions aspects of this.

You may need to pay the pastor as a 1099 expense as opposed to an employee, and there may be some implications as far as offering a charitable contribution to the donors.
