Release REstricted Funds
When I am entering a manual check that will be using temporary restricted funds, and I check the "select a restricted fund to release money from" box, not all my Temp Restricted Release accounts show up for me to pick the correct fund. I have seven release accounts and only three of them show up. All the release accounts are check marked as a release account in the "maintain chart of accounts" .

It sounds like you may not have these restrictions set up in "Maintain Donor Restrictions" in Fund Accounting. Consult pages 185 - 187 and 224 - 229 in the v9 manual for more information about Donor Restrictions.
Also, on your V9 CD is a document "Accounting for Contributions" which may be informative. It's under the "Support and other Resources" section on the CD browser. Also, it's available online at:

Our own Tech 2 just wrapped up a 3-part piece on Donor Restrictions that you may (or may not) find useful.

That's probably going to be way more than you wanted to know, but hopefully that'll help.
