I am relatively new to Power Church and picking up pieces of the previous user who left the system in a unique state. From my account background I would typically allocate Accounts Payable for the vendors and then pay the invoices from accounts payable. In doing this I created 'repeating items'. Later I found the previous person set this type of activity up via 'repeating transactions' under Fund Accounting. From the Trial Balance I see the 'repeating transactions' but not the 'repeating items'. I have searched the user manual and have not found an answer - to this. Should I be using the 'repeating transaction' from Fund Accounting or 'repeating item' from Accounts Payable? Does it matter? Or is there a step I am missing?

If I'm paying a bill, whether by check, or by EFT, it is done in Accounts Payable. If I have to pay by check, I create an Invoice. If paying by EFT , payments are done as manual checks. In both cases, you are using the vendor that's setup in AP, and you maintain the audit trail with the vendor history.
You just don't pay bills from the Fund Accounting Enter Transactions]/i] function. Salaries are paid out of Payroll.
Whoever was using the program previously, was not using it properly.

What do I need to do to get it to show in the trial balance from Accounts Payable? I have cut the check and posted but still not seeing in the trial balance.

No I did the 'Accounts Payable' Post Accounts Payable after I did the 'Authorized Selected Invoice/Checks'.
I thought that once it was posted it would automatically update the Fund Accounting

Definitely not ... its a two step process from all the accounting modules.
Everything flows into Funds Accounting. When you POST in AP, Accounts Receivable, or Payroll, you're updating that module's database tables. Posting also creates the transactions to update Funds Accounting which will then adjust the asset, income, liability and expense accounts as needed. These transactions stay in the UNPOSTED Transactions queue until you POST in Funds Accounting.
Until that is done none of the accounts are actually updated which is why you're no seeing any expenses listed.
