Yes, you need to turn it on under the File -> Preferences -> Accounting Setup -> Payroll Tab.

Also how to change vacation to PTO?

Accounting -> Payroll -> Setup -> Maintain Custom Codes, select Time Off and edit or add PTO.

Can PP+ keep track of PTO (paid time off)?

It will, but its strictly a manual process. You have to add the day/hours, and then when the time is used, you have to manually enter how many days were used.
