Canadian Payroll

We use Quickbooks Pro to determine the payroll deductions. We cannot input this information into PC. We can add the EI and CPP manually, but the income tax cannot be entered manually. How can we do this?
Also is there a template used by 'paypal' that we could use to manually populate then import?
