Move a fb from one account/fund to another

I have $90 in a restricted account (02 fund). It has been there for years. No one knows what it is or why it is there. I want to move it to unrestricted general fund balance (01 fund). If I enter a transaction to do that I get a warning message that debits and credits in each fund are not in balance. Does that matter? If this is not the correct way to move this money, then how do I move it? Thanks.

You have to do a transfer using Transfer accounts.
