accounting policies and procedures

I have taken over AP and Payroll for a small church. There is no documentation about policies and procedures. This is not a PowerChurch issue, but the person who has been managing the Finances says we can only post payroll on the 15th and 30th of the month. That sounds absurd to me, and the answer she has is that is what it is. I would appreciate any info and if any of you can suggest a Church Accounting Book or can share their own policies and procedures, I would be very grateful. I have a Business Finance background and never heard of only posting on the 15th and 30th regardless of what day it falls on. I do plan on documenting all our p and p's as soon as I can. Thanks for all your help and suggestions.

You can post payroll any time you want, perhaps she's talking about the date on the check. I've just run the payroll for the church I work part time at, and posted payroll today, even though the checks are dated the 30th.

The system will use the Transaction date to determine what month to post in.

Thanks, I have spoken to another church accounting person and she agrees. I print up payroll ahead of time too, so I don't have to go chasing around for signatures. Posting date should not matter.
