When writing a check under Maintain Manual Checks there is a field for Memo. And in the lower screen of Accounts, there is a field for Line Description.

Are there any standard reports by which one can query those two fields? And/or can they be searched by a custom report?

No standard reports, but they should be available using a custom report.

The built-in report viewer has a text search (binoculars icon) in the toolbar. Run the report to include all transactions in the date range you are looking for, then search for that memo text.
