Email Payroll Stubs feature is not working

We have been upgraded to version 12. I was excited about the Email Payroll Stubs feature, but I can't get it to work. I'm wondering if there is a set up process that needs to be done in order to allow this feature to work.

This feature uses the internal mailing system, if you haven't set that up, you need to do that.
