Our youth minister has his insurance through the marketplace, and he is reimbursed for the payment monthly. Is it correct that
I am doing this as a Non-tax item in payroll??
Should it show up somewhere on his W-2??

I would definitely check with a tax professional, as we're not accountants, but what I was able to see in IRS Pub 15, 15-A, and 15-B, health benefits are non-taxable. However, this refers to employer provided health insurance, so I would check with a tax advisor on that.
