Bank Reconcilation

Can you tell me if the same rules apply to reconciling as I have known in the past for making sure that the jounal is in balance with bank statement?
I am having some difficulty with this and I do not know if the rules do not apply in PowerChurch OR if I am out of balance in the General Ledger. My bank statements have been reconciling and my balance agrees with the Balance Sheet, but I am not certain that I am balancing with the General Ledger.

This is what I have sucessfully followed in the past:

All Items List:

A. Beginning balance should be the same as the bank statement
B. Ending balance should be the same as the check book and general
ledger for next month to date.

Canceled Items:

A. Beginning balance should be the same as Bank Statement
B. Ending balance should be the same as Bank Statement.

Outstanding Items:

A. Beginning balance should be same as ending balance Bank Statement
B. Ending balance should be the same as General Ledger for next month
to date balance and Check Book to date.

If there is a different rule that I should be following to balance the General Ledger to the Bank Statement, can you tell me what that is?
