restricted income shows up in Income/Expense Budget report

I am doing the month end Income/Expense Budget report. For some reason the restricted income is included as income on the income and expense report and shows we are in the black, rather than in the red. Any idea what I did wrong?

Can you list your income accounts and amounts and equity accounts and amounts?

Yes:
Contributions: (unrestricted) are 6030.37
And restricted 2010.00 for the building fund. The monies from the bldg fund are used in our new budget to pay off the new mortgage. Can you do that?? (use restricted funds to pay a budget item) For some resaon it shows we are in the black, rather than in the red.
