Bug in Payroll Item Maintenance

Actually, two separate ones that I've found:

1. Setting up a new Employer Liability, clicking on the button to add a new FA liability account brings up the EXPENSE accounts, not the Liabilities

2. F1 key does not bring up context sensitive help !!
