I am starting our new fiscal year. We transfer any surplus $ from 01 fund from the last year into our savings 03 fund.
I ran a trial balance report for Oct 1 (start of fiscal year) to see the amount to transfer (line 01-1110) so I will
CR 01-1110 - year end balance
DB 01-9030-000 transfer to 03
DB 03-1130-000
CR 03-9510-000 transfer from 01
is that right?

but I also have $ in our temp restricted (line 01-3240) that hasn't been released yet. I want to move this amount to the 03 fund as well (i'll keep it temp restricted )
can i
CR 01-3240
DB 01-9030 transfer to 03
DB 03-1130
CR 03-9510 transfer from 01
and then just move it to t. restricted?
DB 03-1130
CR 03-4210-000 temp restricted

is all of the above correct? if i date all of the above Oct 1 then our 01 will start with a balance but right away be at zero

Is there any other reports i should run for year end? besides the trial balance

1) With respect to your moving the restricted balance, you said:
CR 01-3240
DB 01-9030 transfer to 03

It seems like it should be this way:
DB 01-3240
CR 01-9030 transfer to 03

2) To receive the money in Fund 03 (from step 1), you only need to do this:
CR 03-3240
DB 03-9030 transfer to 03

3) In the future, let's say you receive $500 new restricted money this year. It would be better to move that money before you close the end of the next year like this:
DB 01-4240 restricted income $500
CR 01-9030 transfer to 03 $500

And receive it in Fund 03 like this:
CR 03-4240 restricted income $500
DB 03-9030 transfer to 03 $500

And then close the last month. This way, the restricted income and restricted equity are both in Fund 03.

4) Check to see if you have a restricted income balance in Fund 01. You may want to move that as well.
