Budget Report

I have version 11.55 and I am looking for a report that shows annual budget amounts, current amount spent from that budget line and remaining balance in each budget line. Is there already an existing report that would show that on a quarterly basis? Or do I need to do a custom report for that?

Have you looked at the Income & Expense Report? You can setup three columns that will show the Annual Budget, total spent (Year to Date Actual), and balance (Annual Budget Difference). You'll have to put up with the current period column, but even that could be part of the report as you can show quarterly spending using that column.
