PAYROLL TAX TABLE

PAYROLL TAX TABLE
Please help. I am racking my brain, but it won't come together for me. I cannot figure out why the TAX TABLE is grayed out (not available) for INCOME. Should SALARY not be listed as INCOME and be taxable?

Tax tables are used by deduction items to calculate the amount of tax to withhold from someones check. They will be enabled on deduction items.
