Is there a way to write a custom report for those with envelope numbers but have not given for specified dates??

Unfortunately not. The custom reports in Contributions only deal with posted or unposted contributions. There are no records for those who have not given.

Actually, there IS a standard report that you can use for this, the List of Contributors Who Have Not Given report. You can list a defined range of dates, or just a single date if you want.

What is your date criteria ??

You could run the date ranges, export into Excel format, then merge in Excel !!
