Activities & Skills Coding

We use WindowsXP and PC v10. Moving up from our earliest version, we never updated the Activity and Skill codes. Now we have learned that we would like to do that, can someone send me their coding sceme?
We are thinking that Departments will reflect how the church is organized by program. Type of program and then role of person in program.
How do you handle all the skills and interests that are generic and used cross programs and departments?
