Emailing to members, missing person in non-email list

Hi,

I just sent an email using Membership > Activities and Skills > Send E-mail Message to a Group > Selected Activities and Skills. It told me that four people did not have email addresses, which is true. I asked for a PhoneTree list and saved that to a text file. The file only contained three of the four people missing email addresses. It omitted the person who also has no postal address, even though we do have a phone number for her.

Shouldn't that list include _everyone_ in the Activity without an email address, regardless of whether we have a postal address?
