We are set up to do transfer funds under #4250 . I have cleared all the 9000 numbers. Do I start brand new and set up under 9000 or can I convert the 4250 accounts to 9000?

You won't be able to move the account to the new range because you'll get an error message telling you the account types don't match. You'll probably just start using the new 9000 you set up.
